China will raise the export tax rebate rate of processed glass from next month. With the approval of the State Council, the Ministry of Finance and the State Administration of Taxation announced on the 21st that they will appropriately raise the export tax rebate rate of some labor-intensive, high-tech and high value-added goods from November 1, 2008. According to the notice on increasing the export tax rebate rate of some commodities issued by the two ministries and commissions, the adjustment of the export tax rebate rate involves a wide range of contents, involving a total of 3486 commodities, accounting for about 25.8% of the total number of commodities in the customs tariff. It mainly includes two aspects: first, appropriately increase the export tax rebate rate of labor-intensive commodities such as textiles, clothing, toys and so on. The second is to increase the export tax rebate rate of high-tech and high value-added commodities such as anti AIDS drugs
since July 1st, 2007, the state has reduced the export tax rebate rate of flat glass and processed glass. Flat glass is reduced from 11% to 5%, and processed glass is reduced from 13% to 5%. At present, China's major export-oriented enterprises processing glass are among the top backbone enterprises in the industry, with a high level in production technology and equipment, investment scale, technology and management level, product quality and so on. Processed glass is different from flat glass. It is a product with high technology content, high added value and great contribution to society. The reduction of export tax rebate rate will weaken the international market competitiveness of these enterprises, resulting in the increase of enterprise value-added tax burden, the reduction of profits and the corresponding reduction of income tax. In the long run, it is not conducive to the development of the processed glass industry. Therefore, China architectural glass and Industrial Glass Association reported and communicated the situation to many government departments through various channels, and put forward suggestions to restore the export tax rebate rate of deep-processing glass that can drop a few drops of watch oil or transformer oil into the bearing to the corresponding level. The glass processing products involved in this adjustment include the main products processed, such as tempered glass, laminated glass, hollow glass, hollow glass brick, conductive glass, liquid crystal glass substrate, etc. (see the attached table)
